Ukraine hopes to raise 1.5 billion Special Drawing Rights (SDRs) from the International Monetary Fund (IMF) by the end of 2009, acting Ukrainian Finance Minister Ihor Umansky has said...
"We had 2.5 billion SDRs on schedule. [The outcome of] our last talks held with the IMF is that they offered 1.5 billion SDRs as an objective amount for this review and, given rather the difficult first quarter, [the allocation of] 1 billion SDRs is to be postponed until the end of the first quarter of 2010," he said.
Umansky also said that there is a fifty-fifty chance of receiving the IMF`s funds by the end of the year.
"The [presidential] election as such is not and cannot be set as a date for the program. The end of the year is a budget period, and it is certainly being considered, and now, as far as I know, following the results of our talks and information submitted by us, the IMF is currently considering the possible resumption of this program. Chances exist, but there are extremely great risks to the IMF, the country, and the program... I`d say that chances are fifty-fifty, taking into account the political situation and its influence on the effect of the program," he said.
The allocation of the fourth tranche, worth $3.8 billion, was scheduled for November following the third review of the IMF`s cooperation program with Ukraine. The IMF mission ended its work in Kyiv late in October this year, however, it did not issue a positive statement on the completion of the review. The IMF said repeatedly that it expects a consolidated position from the Ukrainian authorities in the question of implementing anti-crisis measures.
